Located in southern Orange County, Mission Viejo is a well-established community of nearly 95,000 residents, recognized for its strong neighborhoods, high-performing schools, and commitment to maintaining a high quality of life. Incorporated in 1988, the City has grown into a vibrant and well-managed municipality that continues to balance thoughtful development with its longstanding community values.
As City Attorney, Jones Mayer will provide comprehensive legal services to the City Council, City Manager, and all departments, commissions, and boards. The Firm’s role includes advising on municipal governance, drafting and reviewing ordinances and agreements, supporting compliance with state and federal regulations, and representing the City in litigation when necessary. With decades of experience serving cities across California, Jones Mayer brings a practical, solutions-oriented approach to the full scope of municipal legal needs.
Tarquin Preziosi will serve as the primary City Attorney contact for Mission Viejo. Mr. Preziosi has extensive experience representing cities, districts, and other public entities throughout California. In addition to his role with Mission Viejo, he serves as Assistant City Attorney for the City of Costa Mesa and General Counsel to the Rossmoor Community Services District, and provides legal guidance to a range of other public agency clients.
Mr. Preziosi’s practice is devoted exclusively to public agency representation. He regularly advises city councils, boards, commissions, and department leadership on a wide range of municipal law matters. His areas of focus include land use and planning, CEQA, the Coastal Act, federal fair housing laws, cannabis regulation, the Public Records Act, the Political Reform Act, elections, and personnel matters, as well as laws governing special districts. He also maintains an active litigation practice, defending public entities in CEQA, Public Records Act, land use, and fair housing cases at both the trial and appellate levels, and representing clients in HUD and Department of Justice proceedings. He is also recognized within the Firm as a subject matter resource on laws related to group and sober living homes.
