Chelsea Avent is an associate in the Jones Mayer Firm in the Citrus Heights office. Ms. Avent serves as deputy city attorney for Bishop, Citrus Heights, Clearlake, Colusa, Fort Bragg, and Nevada City. Ms. Avent’s practice focuses exclusively on the representation of cities and other public agencies on labor and employment matters.

As a labor and employment attorney, Ms. Avent has experience in all stages of administrative discipline cases for public employees. She is also experienced in general labor relation matters, such as unfair labor practice proceedings before the Public Employment Relations Board (PERB), fact-finding hearings before a neutral panel, meet and confer meetings, and grievance meetings.

Ms. Avent is experienced with several laws affecting municipal entities, such as the Meyers-Milias-Brown Act, Educational Employment Relations Act, Peace Officer Procedural Bill of Rights, Firefighters Bill of Rights, and the Public Records Act.

Prior to joining Jones Mayer, Ms. Avent worked as an associate attorney for a private firm that specialized in labor and employment law for public safety employees.

Ms. Avent graduated with distinction from the University of Nebraska College of Law. During law school, Ms. Avent served as the reviewing editor for the Nebraska Law Review, where she also had an article published. Ms. Avent served as a law clerk for the United States Attorney’s Office and the Lancaster County Attorney’s Office in Lincoln, Nebraska.
