Keith Collins joined Jones Mayer in November 2012 and has focused his entire practice on issues facing municipalities, special districts, and law enforcement agencies. Mr. Collins currently serves as the City Attorney for the City of Whittier, Assistant City Attorney for the cities of La Habra and Placentia, and as General Counsel to the South San Luis Obispo County Sanitation District and the South Tahoe Public Utility District. He regularly provides training to public agencies throughout California on various topics, including the Public Records Act, ethics, and sexual harassment prevention. Mr. Collins is very knowledgeable in the areas of the law affecting public agencies, particularly with respect to the emerging area of law governing cannabis prohibition and permitting schemes, including enforcement. He regularly drafts ordinances, resolutions, and agreements and has provided legal advice and memorandums on many different subjects affecting municipalities. Mr. Collins is also an experienced litigator, having successfully prosecuted nuisance abatement actions at the superior court and the administrative level.
Mr. Collins routinely advises public officials on conflict of interest matters and open meeting laws. He has extensive experience in the area of land use, redevelopment, public nuisance, elections, First Amendment, prevailing wages, labor and employment, cannabis, the Brown Act, the Public Records Act, criminal prosecution, litigation, and law enforcement.
