Keith Collins joined Jones Mayer in November 2012 and has focused his entire practice on issues facing municipalities, special districts, and law enforcement agencies. Mr. Collins currently serves as the City Attorney for the cities of Whittier and La Habra and the Assistant City Attorney for Placentia. He serves as General Counsel to the South San Luis Obispo County Sanitation District and the South Tahoe Public Utility District. Mr. Collins is experienced in all areas of the law affecting local agencies with a particular focus on labor and employment law. He regularly provides training to public agencies throughout California on the Public Records Act and ethics. He drafts ordinances, resolutions, and agreements and provides concise legal advice and summaries of new laws and court decisions. Mr. Collins is also an experienced litigator, successfully prosecuting nuisance abatement actions at the superior court and the administrative level.
Mr. Collins routinely advises public officials on conflict of interest matters and open meeting laws. He has extensive experience in the areas of land use, redevelopment, public nuisance, elections, First Amendment, prevailing wages, cannabis, the Brown Act, the Public Records Act, criminal prosecution, civil litigation, and law enforcement.
