Richard Lucero served in municipal law enforcement with the Fremont Police Department for more than 31 years. He is grateful to have been appointed Chief of Police in 2013 and to have held that position for five years through the completion of his career. His previous assignments included patrol, SWAT, narcotics, street crimes, and internal affairs. As a Sergeant, he earned his law degree and was admitted to the State Bar. During his law enforcement career, he had the opportunity to apply his legal education across many leadership situations, helping to align public service objectives with substantive legal doctrine. Issues included policy development, legislative advocacy, use of force and de-escalation, litigation, labor and employment, effective treatment of line of duty injuries, administrative investigations and discipline, special event management, implementation of intelligence-led policing, training related to contemporary and essential issues, agency public communication, and acquisition and use of technology.

For five years, Chief Lucero was the Executive Chair of the Technology Committee of the Alameda County Chiefs of Police and Sheriff’s Association and has provided guidance in the evaluation and implementation of regional initiatives. He was a member of the IACP Patrol Tactics and Operations Committee, is a past President of the California Peace Officers’ Association, and a lifetime member of the California Narcotic Officers’ Association. He is a member of the California Police Chiefs Association Law and Legislation Firearms Committee. He is also one of the contributors to the CPCA/Jones Mayer program focused on improving treatment of law enforcement line of duty injuries.

Mr. Lucero adds to the capacity and commitment of the Jones Mayer Law Firm to provide valid guidance to public entities helping resolve the demanding issues they face today. His perspective is that the effectiveness of law enforcement agencies or any public entity is founded on the strength of trusted relationships with the communities they serve.
